Subject: GBA core not working?

Noob question, I thought I had everything set up correctly for GBA core (bios in the games folder, most current core, etc) however when I start up the GBA core I just get the Normmatt logo with an intermittent white flash. Any ideas what is going sideways?

Subject: Create my own Gameboy palettes?

How can I create my own color palettes for use with the Gameboy core? I tried making some in the standalone version of Gambatte, but they save in .pal format which neither the Mister or Retroarch recognize. I tried just changing the extension to .gbp, but they result in wrong/very dark colors on the mister.
